Graduated from Faculty of Law, Kyoto University. Completed master course at Tokyo National University of Fine Arts and Music, Graduate School of Fine Arts. After working as a curator at the Mito City Art Museum, she stayed at the Whitney Museum on the ACC Scholarship and then worked as a curator at the Setagaya Art Museum. Since August in 1999, Hasegawa has been chief curator at the 21st Century Museum of Contemporary Art, Kanazawa. She has been also active as a director of the International Committee for Museums and Collections of Modern Art. In 1999 she played a role as one of the international judges at Venice Biennial, and in 2001 she served as a general commissioner at the 7th International Istanbul Biennial. She curated the Shanghai Biennale in 2002. In 2003 she commissioned the exhibition at the Japanese pavilion for the Venice Biennial.
